This bike rack is space efficient because bikes are vertically staggered. This allows for bikes to be parked close together without the handlebars getting tangled. This is a typical Dutch commuter bike. Note the small lock (white) attached to upper seatstays which locks around rear wheel. Virtually every bike in the Netherlands has one of these.
